IMO DMC1 is a slow game (due to its age in comparison toodern counterparts) that requires you to react fast. The mission rating is based on several things that the rank screen does not show.

For me Mundus in Devil may cry 1 is a God he creates a universe flies in space he even creates the mirror world which is an alternate planet. He launches lasers creates a dragon. My conclusion Urizen just wants to exist with his power (and beat Dante). He doesn't want to show it to anyone or rule anything.
